The kidnapping of migrants has traditionally and predominantly been conducted by transnational criminal organisations (TCOs) operating from within Mexico. As the reporting period has progressed however, there has been an identifiable increase in reports of criminal elements from outside Mexico, (predominantly the Northern Triangle) targeting fellow citizens as they attempt to make their way along established migrant routes heading north toward the United States. The targeting of migrants as they transit through Mexico is a trend that is set to continue, driven by policy developments north of the border. As the United States heads into a Presidential election year, such policies are set to endure as candidates across the political spectrum double down on their respective approaches to immigration
